Regional energy planning is an important measure for realizing the low carbon target. Through summarizing the low carbon energy planning practice of several new districts, organizes the general thought and framework of regional energy planning and distills six points of concern in the planning process, including low carbon estimation and index control, overall planning of infrastructure, linkage between city planning and other special low carbon eco-planning, investment and financing and operation mode, planning management mechanism, and construction of growing energy system combined with project schedule. Carries out an example analysis of low carbon energy planning for a new district of Beijing. Proposes that energy planning should be standardized as early as possible and planned comprehensively from the aspects of technology, market and management to realize the low carbon target.
